Excerpt from 1992 report by Detective Ernest Wilson, Rio Rancho Department of Public Safety:

He (Det. Arlen Norby) gave me an unopened envelope addressed to Det. Mike Chinigo, sent by the lab on March 14, 1990. It was sent registered mail and delivery was attempted twice before it was signed for. It contained the letters from the lab recording the return of the evidence, the fingerprint card and evidence receipt.
