Excerpt from 1992 report by Detective Ernest Wilson, Rio Rancho Department of Public Safety:

I have been talking to a Detective Jim Shrum of the Santa Rosa California Police Department. He has been investigating an attempted burglary where a single woman lives by herself. He placed a suspect, Douglas J. Van Roosenbeek, at the scene with a latent fingerprint on the outside of the bedroom window. This male was a prime suspect in (Caroline’s) case at one time and for reasons unknown to me was allowed to leave the area. Apparently he moved to Santa Rosa, CA. I ran a criminal history check on Mr. Van Roosenbeek and discovered he was a suspect of indecent exposure twice in Santa Rosa. Det. Shrum told me Van Roosenbeek was caught masturbating on a public playground and was charged, but the court dismissed the case.
